I know how you feel and I know your intention is just to visit your BF.

However, you need to convince the consul that you have sufficient ties with the Philippines.

The consul will just check your previous record to your current one.

If there is no significant changes between your status in april and now, just don't re apply for a visa.

It is a just a waste of money.

Having your BF spend for your ticket and visa application is already a ground for denial.

It just shows that you don't have the capability to stand on your own.

The US government wants your money and not from their citizen and that is the reason why it is called a Tourist Visa.

Sorry if I sound rude, but that is the reality.

I was once in your situation and was denied 3 times.

But on my 4th try, they issued me multiple visa because there is a significant changes on my salary and my new employer is a US Company.

What form are you using right now, is it the DS-156 and DS-157 or the new DS-160(online form)?
