One other option is the Rotary Club International. I have some friends who brought a little girl from Kenya for a few surgeries last year. I do not know the details of the visa or how they covered the finances, but I do know that Rotary was involved. I also know that they had to prove that the surgeries were unable to be performed in her home country or closer to her home country, and that after the surgeries she did go back to Africa.

Adoption in the Philippines requires that the child live with the adopting parents for 2 years so I doubt that option is available. Even if is was, adoption for the purpose of Immigration isn't allowed. Yeah I know the primary reason would be to have the surgery but you need to get her here and that's why you'd adopt her so the whole point of adopting her would be immigration so that would be another obstacle to overcome.
