I'm somewhat confuse on how USCIS Processing Time works. My brother have ask for my two other brother abuot 10 years ago and they have been approved and have a green card already. He wants to apply in my behalf now. When I see USCIS Processing Time Information for our

CALIFORNIA SERVICE CENTER the waiting time for U.S. citizen filing for a brother or sister, May 16, 2001 that is 9 years but when I look the waiting for USCIS Processing Time Information for our TEXAS SERVICE CENTER it is for U.S. citizen filing for a brother or sister 6 Months. Can I sent the I-130 directly to the Texas Service Center or not. How does it work?????????? I'm from Venezuela

The I-130 is sent to the service center depending on the state where your brother currently lives. Right now there are only 2 service centers processing these forms which are the Vermont Service Center and the California Service Center.

You need to look at the Department of State's Visa Bulletin page to find out what is your priority date: Visa Bulletin June 2010. According to that link you are category 4 under Family-Sponsored Preferences (Brothers and Sisters of Adult Citizens). At the bottom it shows that the priority date for that category is currently September 1st, 2000. So we're talking about 10 regardless of where the I-130 was sent to.

08/14/09 - Biometrics

09/27/09 - Approved

10/01/09 - Received 10 year green card

U.S. Citizenship

03/30/11 - N-400 sent via Priority Mail w/ delivery confirmation

05/12/11 - Biometrics

07/20/11 - Interview - passed

07/20/11 - Oath ceremony - same day as interview
