Unfortunately to petition your sister will take years and years I heard as long as 25 yrs. The only way to accelerate it is if she is single and comes here as a Fiancee, that would be the fastest way.

you first would have to become a US Citizen to petition your sister. unfortunately, there is no easy and fast way. your sister would be in forth preference catogory, which means about 15 to 20 years. http://www.uscis.gov/portal/site/uscis/menuitem.eb1d4c2a3e5b9ac89243c6a7543f6d1a/?vgnextoid=1d383e4d77d73210VgnVCM100000082ca60aRCRD&vgnextchannel=1d383e4d77d73210VgnVCM100000082ca60aRCRD

true, that would be the fastest way. it might mean more scrutiny at the interview having an immediate relative in the USA. she would want to have plenty of evidence that it's a geniune relationship.
