I had the same problem with Ukraine. Every Country including Finland is bound by the Hague Convention Treaty and must accept documents certified by Apostille from other member nations. The Secretary of State for the state in which you reside will be able to certify your marriage certificate by Apostille.

Thank you very much! Is it okay that i have no an original marriage certificate? I can't have an original because it is in that office in WA. I have only certificated copy of it. Can i notarize it? I live right now in CA. Where i could find my Secretary of State? Sorry, i didn't understand fast.
