IMO if the -1 is brought back no poster should be able to use it more than 3 or 4 times per day and no more than once per day on the same user. Not being familiar with the underlying message board software being used, I can't speak to how feasible those restrictions would be. If they're not feasible, I'd advise Ewok not bother with the -1 at all.

Perhaps something more in tune with your obvious socialist agenda, admin could adjust it 2 to 1 in favor of saying something nice. Even make it so that for every two +1's you issue, you get only a single -1. That way, the statistical trend would be favorable to all but those that can not seem to socially adjust well.

That works, but you'll still need low limits on the number of -1s a user can give out and a very low limit on how often they can -1 the same user.

I still think that the +1 and -1 ratings should have a drop-down menu, similar to the one in the Polls forum where you can see who voted which way, so that all of the votes can be identified.
