Can someone tell me if my fiancee needs to already have his passport, before going to the NO2 interview or is this something that he can receive the same time that he receives his K-1 Visa?

The US Consulate will affix the visa to the foreign fiancee's Costa Rican Passport, so no passport, no visa.

Thanks everyone for the responses. This is however my first time for applying for any type of Visa and this whole process is somewhat confusing. I wasn't really sure where the interview was going to take place at, and thought that it might have been a Costa Rican agency, but after reviewing the items in the K1 Visa guide again, I now realize that it is at the US Embassy in Costa Rica and this wouldn't be a place that we would be able to get my fiance's passport. So we have found the place where to apply for the passport and are working to get that taken care of. Fortunately for us, it only takes 8 days to have a passport issued in Costa Rica. Anyway, we just got our NOA2 approved today and will have our passport shortly. Woo Hoo!!!

Congratulations on your NOA2. Now you should read the guides here and get extremely familiar with the process so you have less stress and you can prepare correctly for the next step. You've done the first part, applying for permission, and now your fiancee will apply for the visa. Read everything carefully and make sure you have a thorough understanding, then ask questions here where you still have confusion. Good luck!
