TORONTO - Canada has the second-lowest tax cost for businesses among 10 countries studied by audit and consulting firm KPMG in compiling its guide for international business location.

...

It compared the total tax burden faced by companies, including income tax, capital tax, sales tax, property tax, miscellaneous local business taxes and statutory labour costs.

Mexico came in first, then Canada, followed by the Netherlands, Australia, the United Kingdom, the United States, Germany, Italy, Japan and France. Canada's ranking was an improvement over a similar 2008 study, when it placed third.

...

Among individual cities, Vancouver ranked first, Montreal fourth and Toronto fifth. The second- and third-ranked cities were both in Mexico.

...

The report also compared tax costs between industries, which vary widely. In a breakdown by business sectors, Canada comes second in manufacturing ... with Vancouver, Toronto and Montreal placing in the top five cities.

For the corporate and IT services sector, Canada ranks second behind Mexico and, again, the three major Canadian cities studied placed in the top five, KPMG said.

Tax costs in the research and development sector varied significantly from other sectors and the overall results due to the impact of tax incentives. In this category, Canada ranked second, after Australia.
