It's now law in Hawaii that the state government can ignore repetitive requests for President Barack Obama's birth certificate.

Republican Gov. Linda Lingle signed into law Wednesday a bill allowing state government agencies not to respond to follow-up requests for information if they determine that the subsequent request is duplicative or substantially similar to a previous request.

The law is aimed at so-called "birthers," who claim Obama is ineligible to be president. They contend the Democratic president was born outside the United States, and therefore doesn't meet a constitutional requirement for being president.

Lingle didn't elaborate on her reasons for signing the bill, but state Health Director Dr. Chiyome Fukino previously issued statements saying that she's seen vital records that prove Obama was born in Hawaii and is a natural-born American citizen.

Both Fukino and the state registrar of vital statistics have verified that the Health Department holds Obama's original birth certificate.

Health Department officials supported the law because the state still gets between 10 and 20 e-mails seeking verification of Obama's birth each week, most of them from outside Hawaii.

A few of those requesters file repeated inquiries seeking the same information, even after they're told state law bars release of a certified birth certificate to anyone who does not have a tangible interest.

Advocates for openness in government oppose the law because they fear it could be used to ignore legitimate requests for information.

Well, it kinda makes one wonder...

How many requests are needed? I mean, he was born in Hawaii or he wasn't. One request ought to do it. Someone gets either a copy of the birth certificate OR gets a letter saying "We have no record of that person being born in Hawaii" Tey can tell the rest of us via the internetz. What is the problem exactly?

22 requests a week isn't a deluge, more a trickle. The birthers are stupid, but changing the law in order to ignore them is even more stupid. Someone has to read the emails to make sure it's not a repeat request, so that same someone could have a standard response to ineligible requests and keep churning them out. I don't really see a huge problem that needed a law to change.

Unless you have a substantive interest in the request to see it (because I want to isn't substantive) your request is simply denied - birthers will assume that being told they are ineligible to see the original docs as some kind of proof that such docs exist I imagine. It's all very silly, but this law is even sillier.

the problem, exactly, is that hawaii is caught with their pants down on this one. there is no legitimate long form on file. we knew this when the agency head responsible for birth certificates reported that "there is a certificate of live birth on file for mr obama". if she had been able to say any more than that, she would have. trouble is, a certificate of live birth isn't worth the paper it is printed on when it comes to determining citizenship, as has been discussed many times before. there is no long form on file, or it would have been produced by now.
