Gina, i am a bit confused about your situation but i would like to give you my input on this.I am from Romania and as you might know, the region of Moldova in Romania, it is just a region,there is no official name for that region,it is just a given historical name, it just includes towns like Bacau, Galati,Iasi, etc.If your mother was born there or ever lived there, it just means she lived in one of those towns from that region, IN ROMANIA. Romania is a country and Moldova is another totally different country.I believe the only police certificate your mother needs is one issued from her town of current residence, in Romania.About the Italian one, i believe she only needs one if she had actually legally moved to Italy, even for a short period of time, if she is in any way recorded as a Romanian citizen living abroad in Italy.I hope all this makes sense to you and that i haven't been off topic.Good luck and please let us know what did you do regarding this situation.

Raluca, thanks for the information. Yes, you are completely right. She has studied in Moldova, the Romanian region. For some reason, they thought she studied in Moldova, the country. I was able to explain this to them and I think the confusion was resolved. I am still waiting to hear about the Italian certificate. So far, the supervisors have confirmed that it is only required for 12 months of living in another country...

Just to clear up any confusion, the requirements for Police Certificates by NVC are as follows....

You need to provide a police certificate from any particular country if:

1. You are currently residing in that country and you have resided there for 6 or more consecutive months

2. You lived in that country for 12 or more consecutive months whether or not you still reside there

3. You were arrested or charged with a crime in that country, no matter the length of residence

4. Your country of current nationality if you resided there for a period of 6 months

These are all assuming that you were at least 16 years old at the time of residence. Under 16 years old and you don't require a Police Certificate no matter the length of residence. Some countries won't issue Police Certificates to applicants under the age of 18.

Yes, that's how it should be; however, I got a checklist letter requesting my mom's certificate from Italy. She only lived there for 9 months..

Ok. So to give an update. The certificates are not required if living in another country for less than 12 months. We got a false checklist, which delayed our case by one week. I would recommend that you get the certificates even if you live in another country for less than 12 months to prevent a similar situation.
