I am a greencard holder through k1 and was wondering if I should wait to be a US citizen then petion my mom or can I go ahead and petition her now? However, she has a multiple tourist visa and just visited us this year. Will there be any problem if she visits every year while the petition is under process? (ie. if I start her papers now)

you MUST wait, you are not even eligible to petition until you are a USC

I thought I could.....this is just according to my understanding....so does that mean the statement below does not apply to me?

"An I-130 petition is an immediate relative petition that will allow immediate relatives of US citizens or permanent residents to immigrate into the US"

For spouses & children... but not for parents

that's just a general statement, that's in general, but it depends on who you want to file for and if you qualify.

residents can only file for spouses and unmarried children.

USC can file for, the same, plus, parents, married children and siblings.
