Why does everyone keep saying you can email DS-3032?

Am I crazy? have I been reading through immigration forms for too many hours?

OK, even though both of those are probably true ... why can't I find an electronic version of DS-3032 anywhere, not on VJ, not on USCIS ... what gives?

Is this one of those things that only applies to Santiago, Montreal and Guangzhou?

I apologize if this is a stupid question, my brain is a little fried from researching this, I'm sure you understand :blink:
