Fiance's interview done, but still need more

Timeline

Hello all,

My Japanese fiance has completed her interview and all went very well. However, being that she spent a year in Canada, they wanted a criminal record for her time spent there. To do so she needs to send fingerprints and a check/money order to Canada to receive these. She went to her prefecture police HQ to get the fingerprints and they told her they woulnd't put their signature on the document she gets her fingerprints on. These are needed for the document however. I know in Japan they use seals instead of signatures, but is there a way to obtain this info if they won't cooperate? This is the only thing we need to complete her K-1 visa and it's kind of frustrating after spending 8 months doing everything perfectly only to find this. Anyone have a similar experience or situation?
