Another question. Can we email the DS 3032 BEFORE we receive the bill via email, or can we email it to them and then pay the bill once we receive it? Thank you.

Irishlover - when you have NVC casefile #, you can send in the DS-3032 email. No need to wait.

DS-3032 and 'online payment portal' are parallel processes, not serial.
