Why am I sending money and applications to 2 places?

So since I've started this process, It greatly confused me that I had to send fees & paperwork to (multiple places :S ) as well as 2 different branches. 1 was the Department of Homeland Security and 2 was of course National Visa Center. I'm pretty sure I've also sent things to the U.S.C.I.S...

Why do we have to contact so many different departments?

Slightly related, which department will we have our interview with?

((Sorry if this is misplaced, I was miffed as to where it belonged))

I know my timeline sucks, but my husbands P.O.E was on January 7th, 2013!

USCIS, part of Homeland Security approves petitions. NVC, part of State, prepares immigrant visa case files for Consulates, part of State. Why, is that's how the responsibilities are divided. Your question indicates you would benefit from studying the CR1 visa guide.

Facts are cheap...knowing how to use them is precious...
