"Not at NSO"or not by NSO same thing right?

Yes. Not at or by NSO. NSO just loads or scans the best copy from the local civil registrar, on their database. You can always ask for a certification from the Local Civil Registrar, as an attachment for blurry BC. In my case, there was a way to have my BC clear so why not take it. :yes:

My wife's BC was also very blurred and for the most part unreadable. You can read parts of it but not much. So we got a a certified letter from the Office of the Municipal Civil Registrar in her province as well just in case. It is called "Form LCR Form No 1A". It is typed, signed by the civil registrar and has an official seal on it as well. It does not replace the NSO BC but it is official. My case has not been approved yet but I don't think there will be any problems. It seems like a lot of old documents are in poor condition.

I used to have this certified letter attached to my NSO BC copy too before I had mine corrected. :yes:

And I thought I was the only one bewildered why the BC's are so damn unreadable in the PI. Maybe in 30 years they will develop technology to make the BC's legible. I mean, C'mon, rassa frassa!

They do have the technology now, it’s a modern copy machine and not one from the 70’s LOL
