on the side where they ask for information about the foreign fiance, it asks what state he lives in, but he lives in a province, in San Mateo Rizal..does anyone know where I put those? Is San Mateo the city and Rizal the state? I don't want to mess this up...also, they require 2 passport like photo's taken within 30 days, are we supposed to have them taken at a special place that dates them? Or we just write the date on the back? I really don't want to mess this up!

state = province, city = municipality, district = barangays.

The state is Rizal and the city is San Mateo.

As for the pictures, you only need standard passport photos. No dates needed. The important things are that the pictures are new (not yellow and cracked) and that he looks like them during the interview.

If you have the passport pictures taken there do not ask for a passport picture, they are the wrong size. You want 2 inch x 2 inch sized photographs. The passport photo places can make the 2x2's for you but you have to ask. The USCIS website has information on the size and type of photographs required.
