Does NVC Clearance include big brown envelope?

Hi there,

Just another question. I found out that our AP has cleared and is on its way to India. As you recall my fiance had already a second interview and told he was approved and later we were placed in AP. I found out from DOS that they just sent the file back to Mumbai. But the file weighs a bit more then 5 lbs. Can all the paperwork actually weight that much, or does this mean that they also included the big brown do not open envelope with the package being sent to the consulate. I mean they did request a lot of paperwork from us as we got a total of two 221g's Any insight could be appreciated? Thanks!
