I sent the AOS bill along with the check overnight, I waited two weeks, I called NVC and they told me that they only received the check and that I have to send them the bottom part of the AOS bill. How come they did not get it? It was in the envelope. It is just absurd things like these happen.

Not the first time I have heard of this happening but it isnt common. Did you ask them what you should do considering that you already did send in the bottom section of the AOS Bill? What they are after is the barcode so they can match it to your case. I cant remember off hand, but does the top section also have a barcode? Perhaps you can send this if they are insisting on something, with an attached letter explaing such. I'd be giving them another call though and check to see if it has been found as this often happens too.

Well, they told me that they sent another bill which I did not get yet, but I already sent in a second one. It was the bottom part of that paper the operator said that they did not get. She said that the bank can't not process the check without that paper bill. What is really absurd to me is why they had to send me another paper bill just to write $70 in that box when whey could have done this themselves and give it to the bank for processing.

I am sorry to hear what happened to you. Just hang in there. Unfortunately, NVC won't fill out any blank for you. Did you generate an AOS Fee Bill barcode sheet using James' shortcut? If you already sent that one, then you are fine now, if not, send it rightway with $70.00 written on the blank space. Good news is, AOS Fee Bill will generate I-864. So you won't lose anytime because of this. Chosing choice of agent will lead NVC to generate IV Fee Bill ($380.00) which won't be affected by AOS Fee Bill delay. Good Luck.

I-130 Timeline with USCIS:

It took 92 days for I-130 to get approved from the filing date

NVC Process of I-130:

It took 78 days to complete the NVC process

Interview Process at The U.S. Embassy

Interview took 223 days from the I-130 filing date. Immigrant Visa was issued right after the interview

I did use James' shortcut. Today I also got the IV bill and I sent it in, so all thats left is to get the I-864 and the DS-230 which should not take more than two weeks or maybe three at most.

Does anybody know? Would it say when you call the automated service if the I-864 was generated or I have to talk to an operator?

Mine did not say on the automated system. I came to know from the operator. You are in a good shape, don't worry.
