Approved but still no VISA..( docs under review)

Hi VJ family... i just like to ask about my friends problem/case.. She was interviewed last Monday April 19,2010. The consul said her visa was already approved,so she was expecting for her visa to arrived (3-4 days) as what the air21 representative told her. Her fiance called USEM and found out that their papers was still "under review".. they don't know what could be the reason why their papers/documents are "still under review". Any same case here? my friend is really depress.... :help:

ROC journey

09-03-2012 Filed ROC

09-07-2012 Received NOA1 stating they received my ROC pocket

11-13-12 Received mail for biometrics schedule ( good thing I called n follow up, coz I didnt received the first bio sched they sent me)

11-27-2013: Biometrics schedule

04-19-2013: received mail stating they approved my ROC ( 4-16-2013) no interview)

6/7/13 received txt/email updated case status & order card

6/13/2013: Received 10 yr GC

N-400 journey

10/21/13 - send pocket to uscis ( Phoenix, Az lockbox)

10/23/13 - pocket received by uscis

10/25/13 - received acceptance letter

11/02/13 - received biometrics letter scheduled on 11/13/13

11/15/13 - received text/email " in line for interview "

01/06/14 - received txt/email scheduled for interview

01/13/14 - received interview letter set on Feb. 10.

02-10-14 - Interview ( San Fernando Valley Field Office, Chartsworth Ca.)

02-10-14 - interview Day.. Approved...

02-14-14 - received updates case scheduled for oath taking ??

03-14-14 - OATH TAKING @ Montebello, Ca.

already a U.S Citizen ?

After a successfull interview, our case was under review and we got the visa 19 days later.

05/16/2005 I-129F Sent

05/28/2005 I-129F NOA1

06/21/2005 I-129F NOA2

07/18/2005 Consulate Received package from NVC

11/09/2005 Medical

11/16/2005 Interview APPROVED

12/05/2005 Visa received

12/07/2005 POE Minneapolis

12/17/2005 Wedding

12/20/2005 Applied for SSN

01/14/2005 SSN received in the mail

02/03/2006 AOS sent (Did not apply for EAD or AP)

02/09/2006 NOA

02/16/2006 Case status Online

05/01/2006 Biometrics Appt.

07/12/2006 AOS Interview APPROVED

07/24/2006 GC arrived

05/02/2007 Driver's License - Passed Road Test!

05/27/2008 Lifting of Conditions sent (TSC > VSC)

06/03/2008 Check Cleared

07/08/2008 INFOPASS (I-551 stamp)

07/08/2008 Driver's License renewed

04/20/2009 Lifting of Conditions approved

04/28/2009 Card received in the mail

oh....what could be the problem for that!? coz my friend never had an idea about it...=( other's received their visa 2-3 days.. how come there's such a "under review" thing?...
