Timeline

Hey all, here's something I can't find any reference to on Visa Journey, and I was wondering if anyone had any experience with it.

There is a form, the DS-3098, that can be filed to have the case files transferred to a consulate closer to the beneficiary. Example, Seiko's case will be sent to the US Embassy in Tokyo, however there is a consulate in Osaka which is much closer to where she currently lives.

The form itself is pretty basic: http://tokyo.usembassy.gov/pdfs/wwwfds-3098.pdf

Basically it says "can you please let me do all my interviews and such through this alternate location."

My question is this: When is the appropriate time to make this request? Is it after the package is recieved by the US Embassy or can it be made before then?

Relationship Timeline:

07/19/2003 - Met here in the US and just clicked

05/2004 through 08/2009 - many trips back and forth by both of us, phone calls, care packages, etc.

02/14/2008 - Engaged (she was here in the US for Valentines Day so I figured make it official :))

11/21/2009 - Married with a few friends and some family in attendence.

CR1 Timeline:

01/12/2010 - I-130 Packet Sent

<interviening stuff deleted as signature is finite in length>

08/30/2010 - Interview completed, visa granted.

08/31/2010 - Visa in hand!

09/07/2010 - Arriving Seattle.

09/17/2010 - Received SSN.

10/01/2010 - Received green card.

Removal of Conditions:

06/06/2012 - Mailed I-751

06/12/2012 - Got back I-751 as "too early"

06/13/2012 - Re-mailed I-751

06/18/2012 - NOA1

07/13/2012 - Biometrics Appointment letter received (scheduled for 08/06/2012)

08/06/2012 - Biometrics completed.

I requested that the interview be done at a different consulate because my husband, the beneficiary, moved back to his home country while waiting but I didn't fill out any such document. They just told me to send a note requesting the move with supporting evidence. At first I just sent an email request and rec'd the following response. This is for your info so you'll know what to send. Hope it helps!

Dear Sir/Madam: Your inquiry has been received at the National Visa Center (NVC). The NVC is unable to re-assign a case to a different U.S. Embassy/Consulate General without additional information. Applicants are eligible to process in one of the following countries: * Principal applicant's country of birth* Derivative spouse's country of birth* The principal applicant's country of residence (or country of last residence if the applicant is residing in the United States)* The applicant's country of Nationality The requested country either does not fall into one of the above categories, does not process immigrant visas, or insufficient proof of eligibility has been furnished to enable processing in the country selected. You may resubmit your request with proof of eligibility to the National Visa Center, if you wish to process at the requested U.S. Embassy/Consulate General. Possible proof includes the following: a copy of a government issued document such as birth certificate, valid passport, valid work visa, identity card or landed immigrant card. This petition will be processed at the assigned U.S. Embassy/Consulate General. Hi Cheyemo, thanks for your response. I know that the request needs to happen at the consulate in Osaka, I was just hoping that someone would know if it could be done after the IV bill is paid (I'm expecting to get the bill within the next few weeks) but before the case is sent to Tokyo, or if it must wait until after Tokyo recieves the case file.

Well, I had sent in my request AFTER paying the bill but I hadn't sent in the DS-230 yet so my case is still at NVC. When I spoke to the operator, she didn't mention anything about timing but if/when you get a definitive answer, I would love to know.

Immigrant visas can't be processed in Osaka (it would make our life much easier too if they could) the nearest embassy that can process your application is Tokyo. You really don't have much of an option. At least they're not as bad as some of the other embassies that you hear about here on VJ.

Hi, I found this on All Japan Filers thread and that's what I understand too...

Your wife should be interviewed in Tokyo.

Can any Japanese CR-1 filer confirm this? (I did K-1 so...)

Yes, all IV interviews are conducted at either Tokyo or Naha.

Immigration Process (DCF Japan)

Hey all

I was living in Australia. Now i moved back to india. before i update my detail at NVC. NVC already send my case to Sydney Embassy. Now I want to transfer my case sydney embassy to New Delhi Embassy. I want to know about DS3098 form and also i want how i can send this form to Delhi Embassy via post or email. If anyone know about New Delhi Embassy email id please let me know.

The Consulate in Osaka does not have an Immigrant Visa unit, your request to have the file transferred there will not be considered.

January 28, 2014: Production of new Green Card ordered

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal
