Is Hong Kong considered the same country as mainland China now?

Not for paperwork processing, not at all.

There's a US Consulate in HKG that handles interviews and paperwork, as well. DOS thinks they are seperate.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

She has HKG passport ? (the real deal, not a fake, not a copy, you weren't confused for HKG Permanent Resident ID card)

Sorry, had some time to think about this.

You should shoot yerself in the foot, buddy. Hindsight on this will rattle yer bones and tickle yer nether regions in a negative way.

If she has HKG passport, YOU should have filed that I-129F petition for interview in HKG.

Doesn't matter if she's PRC person or NO, that HKG passport trumps all.

re - that paperwork -

you'll need to show any time outside of Mainland China for 6 months or longer, in duration,

and

she'll need to get Police Clearance Certificate for 'same', outside of PRC for duration of 6 months or more.

NO , HKG is NOT PRC, at all ..

When answering 156 questions: My Fiancée from mainland China has a Hong Kong passport and has been to Hong Kong several times. Should I consider Hong Kong part of China?

If your fiancee is a resident in Hong KOng or she work in Hong Kong then she can have her interview in Hong Kong US Consulate. I think the processing in Hong Kong is a lot faster than in China.

It is, actually.

the time tick duration between 'NVC-OUT to Consulate OPEN CASEFILE', for HKG, is about 3 weeks.

For PRC, Mainland China, is anywhere from 2 months to 6 months.
