Thank you, S&ET. That's my understanding as well, but the operator was pretty confident about needing a certificate for Italy as well.

He was somewhat dismissive, too, which is very surprising because all of the other operators have been very helpful and polite. And believe me, I've called lots of times!

But - the USC needs to call in to NVC, talk with operator, exchange emails with the operator, and WAIT for the AOS Fee Bill to be emailed to USC, THEN send off the DS-3032.

There's some internal stuff to be done at NVC, for them to prep the casefile. When the AOS FEE BILL is emailed out, that prep work is done, and the DS-3032 is 'looked for' - if you send it in early, IMO, it will delay things.

Previously, others of us sent the DS-3032 immediately after receiving the case number. We were only okay because it was taking NVC much longer to process than it is now.

We have FINALLY SIF'd today - after a long, arduous, process, trying to get a certified copy of Ian's divorce decree, overnighting it via FedEx...waiting for that damn volcano to stop erupting long enough to get it from the UK to the US...sitting in customs...and then waiting 2 weeks for NVC to finally get around to it...God I hope we can get a June interview date this week...something, absolutely ANYTHING has GOT to go our way...for once!

Sanchinky, you have also been very helpful and prompt in answering some of my questions, so I want to thank you for that.

The operators confused the heck out of me. My mom worked in Italy for 9 months and given that the duration was less than a year, we did not include a police certificate for her (http://travel.state.gov/visa/immigrants/info/info_3195.html#certificates). When I called last week to ask about the police certificate, I was told that my mom needs to submit only certificates from Romanian and Moldovia (I don't get the Moldavia part because my mom has never lived in Moldavia), but no certificates from Italy. When I called back today, I was told that she does need to submit a certificate for Italy because she has lived there for more than 6 months. The operator was adamant about this, although on the DOD website it states that the certificate is only required if the person has lived in another country for 12 months. Who is right?

First, call back and speak to another operator. Then do it one more time. The purpose: Clarification. Then, I'd say get the one from Italy and wherever else the consensus agrees upon, too. My feeling is: Whatever countries you listed on the DS-230, you need a PCC from there. Six months. Twelve months. There is conflicting "official" information. Send it all, just in case.

I don't know what getting an Italian or Romanian PCC is like, but I know it can sometimes be a pain. We had to get an Australian PCC. Neither of us live in Australia. At first, his bank was unwilling to issue a bank draft in Australian Dollars. The local police station didn't want to take his fingerprints for export, either. Then there was the 2 month wait. And then it had to be certified by the Australian embassy in Bangkok again. :wacko:

I hope this gets sorted out quickly.

Wow, that's crazy. I'm sorry this process delayed the case processing for 2 months. I imagine how stressful it was to deal with this issue...

The Romanian certificate is easy to get, but I'm not sure about the Italian one. My mom does not live in Italy anymore.

Aww! You're so sweet! We were lucky and ordered the Australian PCC before we got the NOA2, so it only cost us a few days.

Have you checked the Reciprocity Schedule? Here's the link for Italy.

Here's the quote that seems to apply for your situation.

Persons outside of Italy can obtain the certificate by writing to:

Those requesting the certificate by mail, whether from within or outside Italy, must submit a written request, a photocopy of a photo i.d., and all fees, along with a stamped, self-addressed envelope. That's weird - AVR rarely 'ahead' of the data the Tele-Operators can see - usually it's the reverse - where the AVR is 2 to 5 days behind any actual event, and the Tele-Operators see the event prior to the AVR reporting on it.

If I were in yer shoes, I'd be calling back NVC a few times today, and ask the Tele-Operators to check all case status, going backwards from most recent 'thing' , getting the 4 prior 'things'.

If you had any delivery confirmation with the package, then, IMO, don't sweat this, at all.

If you paid online via the payment portal, though - you should be checking for 'sign in fail' this week and next.

Wow. Thank you very much for this information! I've been doing some reading on this website, and it seems that some people were successful at getting their certificates promptly, while others had to wait quite a bit for them.

I just talked to another NVC operator who told me that they will require her certificate.

Is it true that NVC can only send two checklists? I've seen this information in several posts on visajourney.com, but there was one person who got 4 RFEs! I already got 1 and am expecting another one (long story). If we get another RFE, after the case is sent to Bucharest, we would have more time to get the certificate.
