Otherwise, everyone would just say they don't have a record even if they did.

She told me that the police records in Russia falls within the region not the city. You can have many cities within a region. So I guess the rule is whichever they are consolidate at the lowest level.

You should check the information in Packet 3 for the Consulate you will be interviewing at. They give the requirements for the Police Record as they do vary with the consulate. Bangkok wants the certificate for every country you resided in for 12 months or more.

Normally the home country is just treated as one police certificate but you should check the web pager for your Embassy.

Some countries do not provide the police certificate if you live outside like South Korea. So all other Embassies consider that one unobtainable.

Yes, she definitely needs it. I obtained mine right after my fianc'e got the approval and yes, it makes sense to get one. It didn't cost me a thing. I came to the Main department of Internal affairs in my home city, it was on Monday, the 15th March, signed some papers and requested for some documents that will certify I don't have convictions in my past and that I have never been a prostitue and blah blah blah. I came back next Monday to get it. It was ready and singed and it had a stamp and a signature of the person who was in charge of composing it. Simple as that. So I strongly recomment you to tell your girl she needs to go to her local department called GUVD (she knows what it it) and then when she will get it from them, make sure it will be translated from Russian into English. I got mine translated today. By the way,I contacted the US Embassy in Moscow and they reassured me it's valid a year! So good luck! P.S. That document (police certificate) is marked as a MANDATORY one (it was marked on a piece of paper I got from the US Embassy in a yellow envelope)! She might be facing problems and delay if she refuses to bring one with her to her interview!

It should be clearly mentioned in your Packet 3 or 4. For us it demands two police certificates, one for the locality and another one from the regional office.
