Change of location (country) while processing of immigrant visa is already current

Timeline

Gud am to all. My USC father petitioned me way back in 1992 under the F1 category. But when I got married and had children my status was changed from F1 to F3. After 18 years of waiting, finally the NVC gave us a notice that there's already an available Immigrant visa and that we can now start the processing. The problem is that we moved to another country from Philippines to Singapore just recently to live with my husband who is working in here . We decided to follow him along with my 2 kids so we can be together and that my kids want to study here. We contacted the NVC to relay our concern and the person who took our call advised us to write a letter to NVC requesting a change of Embassy, which I just did. My question is, would it delay the processing of our papers, since i'm bringing along with my husband and 2 kids. Another concern, is that we received the first packet through mail, does it mean all the other pertinent papers will be sent to us by mail also or can we ask the agency to sent them through my email address. My father has already paid the AOS for me (and also my brother, since we're of the same category, in the PHilippines), can they now proceed in downloading the next forms or still have to wait for a letter from NVC?

Please help since i'm confused and don't know what to do. Btw, we received the first packet last Feb.25, 2010. Hope someone can help me go through this. Thanks. God bless everyone
