Need help how to file a Fiance Visa

hi guys

Here's my story, I went to the Philippines on 2009 and met a beautiful girl. When I came back here in US we start chatting, texting and talking on the phone and fell inlove with each other. She became my girlfriend eversince. On October 09, she went to London as a student visa, and work. I decided to come to London and visit for our 1 year anniversary and proposed to her(ofcourse she said yes). We are now planning on getting married here in US BUT she still wanted to work in london till August 2010 and come back to the Philippines.

My question is what is the besy way to file a "fiance Petition" should I file while she still in London OR should I wait till she come back to the Phillipines and file a petition?

Also where can I find the guide for fiancee petition step by step process..

You can start the process now, while she's still in London by filing the I-129F petition.

If I file the I-129F, Do I have to do all the STEPS all at the sametime in one package? or just file the I-129f and wait till i get approved from immigration?

1) Check or money order for $455 payable to US Dept of Homeland Security

2) Cover letter

3) I-129F petition with ORIGINAL signatures

4) Supplement to I-129F (If needed)- SIGNED Original Signatures

5) G325A for you - Original Signature

6) Passport photo of you

7) G325A for fiancee - Original Signature

8) Passport photo of fiancee

9) Birth Certificate for USC OR Copies of ALL pages of USC passport

10) Proof of having met in person within last 2 years (photos, passport stamps, boarding passes, receipts of where USC met with beneficiary)

11) Letter of intent to marry (you) Original Signature

12) Letter of intent to mary (fiance) Original Signature
