Questions about upgrading Petition and availing the current date option.

Hi to all I have few questions which I want to ask which are as follows:

Q 1: What if the primary date for the F1 Category of US Citizen becomes current 2 months before and the Petitioner just upgraded the existing petition after becoming the US Citizen for the beneficiary so will that beneficiary be able to avail that current date chance at that time after the upgradation of petition or he have to wait for few months.

Q 2: How much time it will take for the Petition to be upgraded after getting the US Citizenship and after submitting the Oath Certificate copy to NVC?.
