My fiance some time ago tried to file for a tourist visa and it didn't go through. She payed the BDO the visa application fee.....It says its valid for one year. Now we're at the point where we have to pay the BDO again for a K-1 Visa which is the same price. Can she use her old (less than a year) BDO receipt or does she have to pay again and get a new receipt?

I believe what's valid for one year is having the Consular interview. Since it's used, she will have to pay a new fee.
