Does anyone know if a CENOMAR from the Philippines requires the Red Ribbon? I was wondering what the significance of it would be for her VISA.

You mean the "red ribbon" the consulate uses to authenticate documents?

No, the CENOMAR doesn't use it. :)

The National Statistic Office (NSO) issues a Certificate of No Marriage (CENOMAR) in their "tamper-proof" paper. She needs to secure this before her interview with the embassy because she needs to submit this document. Note that the embassy requires the CENOMAR to be at most 6 months old. So it is advisable that she secure a copy near her interview date. The NSO processes request for this document for at least 10 working days.
