civil marriage question

they plan to get married in Manila. but my friend hometown in Pangasinan, she ask me if it's possible to apply their marriage license in Manila since my friend is staying there now? any idea? thanks

If your friend is resident of Manila and has an ID that she is a resident of Manila then she can go to civil regestiery and ask for the paper work for the marriage license and it's 120 pesos. If u go to google Manila city hall and then click civil registry it will give u the info about the marraige license.
