Please help! NVC lost birth and marriage certificates

My friend's birth and marriage certificates were lost by the NVC. She is a citizen petitioning for her mother and is in the last stages of the NVC process. However, although the express mail tracking and confirm feature indicates that the documents were delivered to the NVC a month ago, NVC claims to have no record of them. She has phoned them and scanned them the receipt showing that the documents were delivered to them, but they are inflexible. Is there anything that can be done in this case? She is from Romania where it is going to take a few weeks to have new documents reissued. The process is extremely slow. Thank you very much for any ideas/suggestions.

There are 2 options here.

A) speak with her local congressmen.. many a "lost" document has been found after a congressional inquiry.

B) Get new documents

Either option could take weeks. I would suggest doing both simultaneously. If they turn up at the NVC, then she has duplicates (which never hurts), If they dont turn up at the NVC, then she can sleep sound knowing that they are at least ordered.
