We got the I-797E notice and they say to attach that first blue page on the top of the requested information.

Is it necessary to write a cover letter and attach after this first page and before information?

Its really up to you. Personally, I like to use cover letters when submitting information, especially if there are multiple items included.

I typically include who it is adressed to, case number and applicant info (name, address, dob) what it is pertaining to, and a list of everything included, name printed, name signed and date.

Some people suggest its overkill but I think it is completely appropriate, professional and organized.

Just an opinion.

I also think it's so organized. A friend of mine though said: "Oh I just put papers on the envelope and send". Well, I'm trying to write one and I'll see with my husband if we should send it or not. I can post it here too. :)
