1. To Marry here in the Philippines first then apply for K1 fiancee visa? or

2. Or to apply first K1 fiancee visa then marry in Canada?

Are you a US or Canadian citizen?

A K1 visa is issued by the US. It would not help your fiancee enter Canada.

If you marry her then she would not be your fiancee in any country, rather she would be your wife and a spouse visa would be required.

You are misinformed at the most fundamental level. The K1 is a visa for a foreign fiancee to come to the United States, marry a US citizen (within 90 days), and live in the US. If you want to live in Canada then you don't want a K1, or any other visa issued by the US government.

This site is mainly for family immigration to the US, though there are some Canadians here who know about immigration to Canada. Hopefully, they'll be able to point you to the information you need.

Is the petitioner a U.S. citizen? Does the petitioner live in Canada?

Is the beneficiary a citizen of the Philippines? Does the beneficiary live in the Philippines?

Neither way will work. First you should probably clarify if immigration to USA is what you're looking for. If your fiance is in Canada, i.e. Canadian citizen, then this website may not be the best for you as this site is dedicated to family based immigration to the US, not any other country.

If you are a Canadian citizen or permanent resident of Canada, the fastest way to be with your fiancee in Canada is to get married in the Philippines and then sponsor her as your spouse to become a Permanent Resident in Canada. You can find out about the process and obtain the necessary documentation here: http://www.cic.gc.ca...nsor/spouse.asp . You would be applying using the 'out of Canada' option and the application would be processed in the Canadian Consulate in Manila that has jurisdiction for the Philippines. Current processing times are between 4 to 8 months.

You cannot sponsor your fiancee to Canada as Canada does not have a fiancee visa. The K-1 Visa is for the USA only.

If you are an American citizen there is no way you can bring your fiancee to Canada. If you are an American citizen who has dual citizenship with Canada or are a permanent resident of Canada, you can sponsor your wife to join you in Canada. http://www.cic.gc.ca...e-apply-who.asp . You cannot sponsor a fiancee.

If you are an American citizen and wish to sponsor your fiancee to join you in the US, then you would apply for a Fiancee visa (I-129f petition; K-1 visa)
