You submit it to the USCIS, it sends it to the NVC, which in turn sends it to the consulate at which you have your interview.

Clarification - the petitioner does not send any visa "application".

The USC petitioner submits a I129F Petition for Alien Fiance(e) and supporting documentation to the USCIS.

Upon approval of the petition the USCIS sends it to the NVC who in turn send it to the US Consulate.

The Consulate then send the foreign finace(e) instructions for filing the visa application along with other various forms and supporting documentation that will be required.

So the USC does not send any visa applications - only a petition for the approval for the foreign fianace to do so.

Just clarifying terms.

Yes.

Once the NOA2 (approval of USC's petition) is received, the alien fiancé(e) will become the applicant (after

security checks at the NVC which are usually only a few days at most, but some have been stuck here)

at the home-country US consulate and all communications from that point (receipt of visa application forms

sent by the alien fiancé(e)) will be between the alien fiancé(e) and the consulate.

Also, In the AOS stage, it is the alien husband/wife that is applying for adjustment of status, not the USC.

Naturally the USC husband/wife can assist and sign where required, but the application is for the non-USC.
