I married a wonderful woman in Brazil, totally legal with all the authentications on my documents as needed. When I returned to the states I began the K-3, K-4 process, she has a 5 yr old son. At first I was confused with the "K3 becomes obsolete when ...ect". I managed to get by that. I realized that regardless of what you are filing k3, or ir-cr, you still need to file the I-130. Anyway, there is not much discussion on the K4. It is nothing like the K1, K2 respectively. With the K4 you must send a separate I-130 specifically for the child, OH, and yes, did I fail to mention the FEE? Don't forget the fee..... or you will get rejected. Figure that, they at least allowed the spouse I-130 to proceed, but not the child. I resent the entire package with copies of the I-797 "received" for the spouse and the I-797 "rejected" for the child along with the correct fee and an explanation as to why I was sending the entire package again. I don't know how you guys feel, but I am really not very confident with the process here, since I have been here before on a K1. Now to get to the question. Does it still make sense to send the I-129F to the service center that the petition was forwarded to?

but is the I-129F required to be filed for her to go and obtain a visa to come to the US in the meantime, (while the processing for the I-130)?

There is no "meantime" anymore... the I-130 processing times are much faster than when the K-3 was first introduced. So much more that the I-130 and I-129F are in many cases approved at the same time....

Everything you read that speaks of using the K3 to reunite families sooner is more than three years out of date in actual practice.
