Just thought I'd add my two cents about Moscow, since their instructions are "clear as mud", I contacted them by email about the I-134. According to the response I received from the embassy the I-134 need NOT be notarized or even be an original. I wish they would make up there minds and keep their instruction updated, it would save us all a lot of time and grief.

The instruction is updated:

Financial documents from the petitioner – a US citizen: please note, that Affidavit of Support (form I-134) is not required, but may be requested. Please submit financial documents to show that the applicant will not become a public charge in the United States. Such documents may include, but are not limited to:

* Most recent year tax returns (form 1040) or tax transcripts from IRS

* Copy of bank account

* Earnings and leave statement

* W-2 forms

* Letter from employer

It doesn't say anywhere that it needs to be notarized.

No notary needed.

The man can notarize a cocktail napkin if he wants. But it is not needed.

The Moscow Embassy website clearly states that the I-134 is not needed AND it clearly states that the I-134 must be notarized. Clear as mud.

Know that the consulates can impose their own rules regardless of what USCIS says.

That being said many have gone through Moscow with notarization.

I must be blind as a bat, because I can't see where it indicates that an I-134 must be notorized. Checked the embassy website and saw no reference to it. Though the OP is correct in saying the I-134 did not need notorization in the Ukraine, I also thought the same of Russia. Correct me if I am wrong, but what is the purpose of submitting your taxes if they do not correspond with your ability to support your fiance/spouse? I sent the I-134 (along with 3 years of current tax returns) with my original petition and gave Olya a copy of all the petition packet. I didn't notorize anything. Though Baron you are correct that the consulate can do as they please, I hope that it is not mandated to have a notorized I-134. I'll find out next month if that will be the case. :bonk:

Dude, if you're marrying a Russian, you're just getting started on wasting time and having grief.

All having something notarized is doing is proving that you actually signed a document and that he witnessed the signature and verified that it is you. Anything can be notarized. Your notary is an idiot.

I used to pay $1 per notarization but now can get it done for free at the local library. To me this is such a non-issue, I can't believe it is such of one to others.

I think the confusion come from the fact that several years ago the I-134 did need to be notarized and in fact had an area on the form for such. I can remember having to get it done. Things have changed.
