Yep, your fiancee needs CENOMAR, NBI Clearance, NSO Birth Certificate, passport, and if she's under 25, she'll need parental consent, then there's the CFO seminar and certificate. And lot's of 2x2 passport photos.

It can be ordered online at https://www.ecensus.com.ph/Secure/frmIndex.asp

Cenomar is 415 pesos, but they don't really take credit cards for orders to PH. You have to go to a local bank and pay the fee. Then the Cenomar is delivered in a few weeks.

I thought this was needed to apply for the K-1? It would suck to wait the whole time and then find out someone had a marriage on record...hmmm...I guess I was mistaken on this.

It's needed for the interview on the K1. They can actually get it in 2 days if there's an NSO office nearby.

Yeh, if you can go to the NSO office you can get it quick. My wife and I got it while we sat and waited at NSO in Tacloban :)

According to what everyone is saying it seems like everyone needs a CENOMAR...I hope someone else has a better answer for you.

Pretty much a requirement for everyone above marrying age. You can see the requirement listed on the embassy website below. Most likely if you go to embassy without one, chances are they'll ask for it and you'll have make another appointment to come back with a Cenomar. It's P415 or rough $10 US. Small price to pay to not have to wait another month for 2nd appointment.
