Tax question: Electing under Sec 217

Tax Questions:

(1.) For those of you electing under Section 217 in Canada, which non-resident withholding rate did you input on the CRA Schedule C?

(2.) How do you fill out IRS form 1116?

For the Sec 217 form, it is based on what was withheld, if you are talking about non-resident tax for EI the rate to use would be 0.250.

I'm not familiar with the 1116

It semmes to me that you cannot do a Section 217 and this form as well - otherwise you're basically asking both countries to refund the taxes on that same income if you know what I mean. Definitely a question for the Serbinski forum.
