My wife has her interview at the US Embassy in Manila very shortly. I have paid the $400. documentation fee already. Not sure about this $131. fee for Non-Immigrant visas. Is it also for immigrant visas as in Spouse? Confused by who needs to pay this before interview. They say to pay it at BDO and get receipt. Again, not clear if spouse needs this as well as fiance. I can't find any concrete logic and many discrepencies on different info links.

On the Manila Embassy site they are quite clear that only K and V visa applicants pay the $ 131 dollar fee - you are applying for a CR1 or IR1 visa, so this does not apply to you:

All immigrant visa applicants, regardless of age, are required to pay the immigrant visa application fee of U.S. $355 plus a U.S. $45 visa security enhancement surcharge. Therefore the total immigrant visa application fee is U.S. $400 per applicant.

For "K" and "V" nonimmigrant visas, the application fee is U.S. $131.

Thanks for making this so clear to me. Seems I saw one place where they said Immigrant and Non-Immigrants pay the $131.00. Thanks again!
