Hi there! I'm not too versed with all the hotels on Guam, as it's been years since I was there (~2000). Basically, anything hotel on Tumon's "Hotel Row" is pretty expensive. So, I would avoid them if you're on a budget.

I've heard that Days Inn is pretty affordable...$77-87 per night. They also have complimentary shuttle to-from airport. They have two different locations, both being ~2 miles from airport.

For dining, shopping and entertainment...I'd recommend Guam Premier Outlet. It would be near the Days Inn, Tamuning location.

Tips to save money on Guam are pretty common sense. Try and avoid most of the tourist spots. Most of the expensive stores, restaurants, etc is found in Tumon. Stick with the premium outlet and even Micronesia mall. If you're wanting to eat Chamorro cuisine, eat out. Avoid hotel dining. Yes, it's fine dining, but it usually is triple the cost. Most places in Guam malls have all the local favorites, as well as Filipino and American dishes.

Take care and enjoy the Guam sun! B-)
