I'm just getting together the items for my I-184s (my wife, and her grandpa as joint sponsor). My wife has never had a paid job, only unpaid internships, and has been in the UK now for 15 months or so - I'm writing the letter to state that she has never had an income, and therefore has never filed a tax return (she's 21). I'm guessing just a short letter explaining and swearing to that will be sufficient? Anyone have any experience of this?

She made need to the IRS code that specifies that she did not have to file in that statement. (as per the instructions for the 864 (which i think you meant by i-184?)) - since you did not state how much the internships were for, you may need to do this.

If you were not required to file a Federal income tax return under U.S. tax law because your income was too low, attach a written explanation. If you were not required to file a Federal income tax return under U.S. tax law for any other reason, attach a written explanation including evidence of the exemption and how you are subject to it.

My Advice is usually based on "Worst Case Scenario" and what is written in the rules/laws/instructions. That is the way I roll... -Protect your Status - file before your I-94 expires.
