Not sure if this is the right place to post as this doesn't relate exactly to the Green Card. I noticed on my wife's US Immigrant Visa in her Thai passport that it says "IV Issue Date: 04MAR2010" and "IV Expires On: 03SEP2010"

What is an "IV" and why does it expire so soon?????

IV = Immigrant Visa.

She has 6 months to enter the country. Upon entry, she will become a permanent resident, and her passport will be stamped with an I551 stamp indicating that she is a permanent resident. I have sometimes heard of this as being called activating the visa. When she enters, the green card will be mailed out a couple of weeks later.

She can leave at any time - the I551 stamp can be used to re-enter the country until the actual card arrives. Also, it can be used to gain employment until the card arrives.

I'm sorry to not be more specific - just repeating what I have heard - we didn't go for the CR-1 ourselves.
