FREEHOLD -- State officials announced today how they will implement a new law requiring New Jersey drivers under 21 years old with provisional licenses to place red reflective decals on their license plates to identify themselves as new drivers.

The law, named after Morris County teenager Kyleigh D'Alessio, who died in a car accident when 16 years old, is the first of its kind in the country and becomes effective on May 1, officials said.

The decals ... are supposed to be affixed to the upper left corner of the front and rear license plates. They can also be removed when an older driver uses the car, or placed on a different car used by the young driver.

Attorney General Paula Dow said the decals will provide police with probable cause to stop people suspected of breaking motor vehicle laws aimed specifically at younger drivers.

Ewing Police Chief Robert Coulton ... said young drivers may try to avoid police scrutiny by removing the decals, risking a $100 penalty.

Attorney Gregg Trautmann argued in Superior Court in Morristown that the law is unconstitutional because the decals are a “scarlet letter” of age discrimination against teen drivers, making them targets for police and even sexual predators.

Judge Robert Brennan dismissed the lawsuit earlier this month, saying, “Operating a motor vehicle is not a right, it’s a privilege subject to state regulations. Kyleigh’s Law does not violate the constitutions of the United States or New Jersey.”

Hopefully this doesn't catch on.

Can we put this stigma on drivers over the age of 70 as well? They are just as dangerous in many aspects...

Honestly, I see too many people driving like jack asses each and every day who are middle aged people. I'd be all for mandatory driving tests (at least written) every 10 years to keep people refreshed and up to date.....

While I agree with Trautmann that the decal might make them a target for police and sexual predators, I am not so sure I see how it would be any more discriminatory that requiring the kids to have a birth date on their drivers license showing their younger ages... oh , wait, they already do that....

I also agree with Judge Brennan...

Can we put this stigma on drivers over the age of 70 as well? They are just as dangerous in many aspects...

I would go for every time you renew your license.

I'd much rather have people re-take the road tests every decade. And make them harder, much harder.

And, have bicyclists also take tests and be licensed... have insurance... just like any other operator on the road...

No. Bicyclists should just be shot.

2 ton truck or gun vs. Cyclist...

Wouldn't it be more fun just to run them off the road into a ditch?

That nicely sums up the problem with bicyclists.

Wouldn't it be more fun just to run them off the road into a ditch?

I live in Jersey, no ditches on the sides of the roads. Just houses. Houses and houses and houses. And office buildings. And the occasional junkyard. I suppose I could wait till I'm near the junkyard.

2 ton truck or gun vs. Cyclist...

Wouldn't it be more fun just to run them off the road into a ditch?

That would solve the clean up issue and feed the eagles at the same time!!
