Ummm....i think all the processing is done at the embassy if you DCF...you would have never sent it to the USCIS Chicago lockbox. Have you read the guides or the DCF area in the forum? Your question might be better answered there (DCF forum)

Thanks. Have already read the guides but it does specifically say whether it still goes thru NVC. I don't know in which office the papers are now.

from talking to one guy on the plane on my way back...he said it didnt go to the NVC...dont know if that is true. He basically just applied for a travel document AFTER filing the I-130 and will finish processing in the US... There has to be someone that has gone through this process like this. Have you tried to call the USEM to see what is going on? Do you have a case number or receipt number?

I mean doesn't specifically say....

Danilou it does NOT go through NVC, there is a delay in alot of petitions and they are saying they are waiting for records in order to approve the I-130 -

"If you have not received a notice of approval, it means that the petition is still pending. It is pending because USCIS Manila is still waiting for the results of the records checks. If the petition is still pending and has not been approved, the Immigrant Section will have no record of the petition because there is no approved petition to be forwarded to that section. Once the petition is approved, the approved petition will be forwarded to the Immigrant Visa Section for visa processing. Remember, USCIS Manila only processes and adjudicates Form I-130 petition while the Immigrant Visa Section processes the visa application, upon receipt of the approved petition."

The truth is there is alot of changes going on at the embassy, they are completing a new building where the consular offices wil be and also there is a turn over of AO staff and consulate officials.

Expect your petition to take at least two months for approval
