Need your help.. GC holder wants to petition his wife

I have a situation here, My uncle who is a greencard holder wanted to petition her long time spouse(out of status/Tourist visa). my question is what form do we need to file? I-130 only? and how long is the processing time?

He should become USC fist then apply for spouse after. She is out of status meaning that she cannot adjust her status if she is married to a GC holder.

he could, the only problem would be that she would go through consular process and need a waiver in her country of origin. spouses of LPR cannot adjust status in country.

the other thing they could do is wait until he is a USC to file.
