Best way to bring Future Wife to america

Ok so heres the deal. I have a Friend with questions about bring his soon to be FI to america. But the thing is he is 16 and she is 17 (it is common in there country to marry early) He dose not know the best way to bring her here. He was going to get her here after they get married using the CR1 but he has to be 18 to sign the I-864. Is there any other way for him to bring her here? whats the best way? Is he able to just get engaged first and bring her here with a FI visa? Just please let me know if there is any way of him bring her to america before he is 18. Thanks!

- Moved from DCF forum to General Immigration forum as question is exploring immigration options -

F1 student visa would require the alien to be accepted into an approved school. Most high schools and accredited post secondary schools ought to be ok.

Student would also have to show sufficient funds to cover school and related expenses for 12 months.

Using a fiance(e) they would both have to be free to marry in the state where the marriage occurs. Check the laws regarding age and parental consent.

Again, a short conversation with an immigration attorney would get you some answers. Likely worth the expense.

I just recently read about a tribe at the Amazonas where girls are getting married at age 10.

But that aside, no, a child cannot bring another child into the US, at least no legally, no matter how early children are allowed to get married in their home country.
