Hmmm, he might be able to do it the US Consulate in Casa...You should give them a call or have your husband call they would know if they can notarize that document.

There are definitely notaries in Maroc, we used one in Rabat to notarize documents for my husband's ITIN application. I'm not sure what city he is from, or nearest to, but here is a list I came across on the net...sorry, the list is long but I think would be helpful for anyone:
