In testimony before the Senate Armed Services Committee Tuesday, Gen. David Petraeus said "the time has come to consider a change" to the "Don't Ask, Don't Tell" policy that bars openly gay men and women from serving in the military.

Petraeus had much more to say on the issue, but he didn't have the opportunity to say it: He was denied the opportunity to read an eight-minute statement outlining his position, AOL News reports. Sen. Carl Levin, who is leading the charge in the Senate for repeal, elected to enforce a "six-minute rule" on statements at the hearing.

Petraeus turned down the opportunity to submit the statement in writing for the record or distribute it to reporters; AOL reports that an aide said Petraeus wants to read it aloud.

That Carl Levin is the reason he wasn't able to read his statement is also in the OP. Comes off as a real diсk move.

The Senate has rules. Some of them deal with supermajorities and filibusters. Some deal with rules of order and how long someone gets to speak in front of a committee. Deal.

If the last year of HCR sausage-making has taught us anything, it's that the Senate has some fuсked up rules.

Levin has good and bad. He's completely in the pockets of the Detroit auto lobby of course, and will sell his grandmother to serve them. On the other hand, he groks US foreign policy, armed services, and classified intelligence services like very few others in Washington. He knows what all the fighting men (and women) and spooks are up to, and he's directly involved in getting them out there to protect us. He is a loyal American patriot.

The only good thing I have to say about Carl Levin, is that he is not quite as senile as his brother in the House.

The Senate rarely enforces time rules in committee, unless they are trying to shut down a witness, or cut off debate. You decide which is the case here.
