Actually, they don't... They've never fully reviewed an actual bill nor have been asked too. They've only reviewed drafts/ideas that are put forth and it's a preliminary guesstimate if it's exactly as the Democrats say it is.... We all know how well that usually works out though when it comes to an actual bill....

We know fairly well what will be in the final version - it's in essence what the Senate bill has with some modifications to take out the special concessions and such. Some dates or provisions may be changed - the pre-existing conditions provision, for example, will likely be extended to children first and to adults later.

As for the pre-exisiting conditions clause in more general terms, if it's impossible to cover pre-existing conditions in a private insurance market, then that would be the about the strongest argument one could make against private health care insurance. Insurance companies will be allowed not to cover a pre-existing condition but the window how far they can go back in a patient's history will be shortened. That will ensure that you can't insure yourself after the accident, so to speak. As well, that's what the mandate to obtain health insurance is all about. It spreads the risk to a larger pool and helps avoid people getting free rides on the back of those that have and pay for their health insurance.

It's really not that difficult a concept - it's done all over the developed world and it works. Not only does it work, it works a heck of a lot better than our current sorry excuse for a health care system.

No the system does not work better than ours all over the developed world, which is why people come HERE for healthcare. We should not confuse health CARE with payment systems. Our hospitals here are full of Quebec license plates, the hospitals over the border are NOT full of Vermont license plates, you are simply wrong on that matter.

I don't think so. The mere fact that certain non-critical specialized procedures are more readily available in the US than in Canada doesn't make our health care system better than that to our north. Overall, Canadians are not only more satisfied with their health care system (which all Canadians have ready access to), they also pay much less for their health care and have overall better health outcomes than we do. We're behind the developed world on most health care quality indicators but pay nearly twice as much per capita as the average developed country.

As for the complaint that everyone gets dragged into an issue that affects only 10% of the population: Nothing is going to change on your health care if you already have coverage other than a slower rate of premium increases. You can always pay more if you like but I rather see the out of control cost curve on health insurance bent.

That's not accurate. The CBO scores the legislation which is provided to it by the legislators. The legislation they just scored is what will go up for a vote. It's not like the CBO was given one pieve of draft legislation to score and the House will then vote on a different piece of legislation. Much of the delay in brining the bill to a vote in the House was due to legislators having drafts reviewed and then tweaked it in order to ensure that the legislation put up for a vote won't increase the deficit.

I wish the now oh-so-fiscally-responsible GOP had put as much effort into this process when they were at the wheel. But they just passed legislation with a total disregard for the fiscal effects of it.

What they released today is a preliminary estimate based on specific ideas that were presented to the CBO with adjustments as needed.

They never actually have looked at and scored the actual piece of legislation.

There's a huge difference in a guesstimate and an actual CBO score on legislation. If the Democrats were even a bit honest, they would publish the entire legislative piece, let the CBO score it (can take up to 2-3 weeks for this to happen) and then vote on it after the official score is released.

Instead, what they do is send them drafts over, tell them this is what they are thinking, and the CBO makes an estimate based on that.

Figuring how long it takes the CBO to give a REAL score and how many changes take place in the text/writing here over the past few weeks should tell you, that they aren't being completely honest.

The Congressional Budget Office said Friday that rolling back a programmed cut in Medicare fees to doctors would cost $208 billion over 10 years. If added back to the health care overhaul bill, it would wipe out all the deficit reduction, leaving the legislation $59 billion in the red.

The so-called doc fix was part of the original House bill. Because of its high cost, Democrats decided to pursue it separately. Republicans say the cost should not be ignored. Congress has usually waived the cuts to doctors year by year.

huh - that's a different issue since the medicare doc fix isn't in the bill. Besides, that fix needs to happen somehow and needed to happen for very long time. And I hope that the Dems will pick that up and deal with it so that it gets paid for. If we'd leave it to the GOP, it would just be another fcuking add to the deficit. After all, it's the drunken sailors in the GOP who pass bills regardless of their fiscal impact whenever they have a chance.
