Re-Approved Petitions Sent Directly to Embassy/Consulate

A National Visa Center (NVC)/DOS personnel just informed me over the phone that all Re-affirmed Petitions are sent directly to the Embassy/Consulate that returned them to the NVC by the USCIS. According to her, it is because they had already assigned DOS Case Numbers on them and they had nothing else to do with them. So there you have it, folks. I hope this is their final answer.

That's odd. I called them yesterday and the lady I talked to said she had no idead whether VSC was going to send it directly.
